No licensee or his employee or any other person shall sell, deliver or give away, or cause or permit to be sold, delivered or given away, any liquor, wine or beer to:
A. Any person under nineteen years of age;
B. Any intoxicated person, or any person actually, apparently or obviously intoxicated;
C. A habitual drunkard;
D. Any person interdicted under the laws of the state.
Any person misrepresenting his qualifications under this section is guilty of violating this section equally with the person who sells, delivers or gives away liquor, wine or beer in violation of this section.
