Every licensee licensed by the Liquor Control Board of the state to sell beer at retail within the city, before making any sales of beer, shall also secure from the city a license to sell the same and shall pay, for the use of the general funds of the city, an annual license fee as follows:
A. Each retailer, other than a unit of a nationally chartered veterans' organization, two hundred dollars;
B. Any unit of a nationally chartered veterans' organization, fifty dollars.
