5.04.020   State license required.
   No person not a licensee of the State Liquor Control Board for the sale of beer shall be granted a city license for the sale of beer, and no person not a licensee of said board for the sale of liquor shall be granted a city license for the sale of liquor, and the sale by any such person of liquor or beer within the city is prohibited.
