The city clerk shall cause appropriate forms to be made or printed for such application and appropriate forms to be made or printed for such permits. Such applicants shall state, upon the application for such a permit, the route and streets over which he desires to move such building, structure or object, the date of commencement of such moving, and the estimated time such moving will require. The city engineer may, in his discretion, issue such permit or may refer such application to the next council meeting of the city.
