15.20.020   Tourist park—Application—Approval required— Proposed location.
   A.   Before any person, firm, association of persons, corporation, or otherwise, proceeds to acquire land by purchase, lease or otherwise, or begins construction of buildings or other facilities for a tourist park in the city, an application must be made to the city council, showing the proposed location of such tourist park and detailed plans and specifications of the grounds and all buildings and other facilities to be erected and installed therein; and such plains and specifications must be approved by the city council before any construction is begun.
   B.   The city council may approve or reject any proposed location of such tourist park, or the proposed plans and specifications, if the proposed location is deemed undesirable or detrimental to the surrounding residents or businesses already established.
