The city shall determine each user's average daily volume of wastewater discharged to the wastewater system by utilizing water meter readings taken for either one or a series of months during the winter period (December to March) as deemed appropriate by the city council. Sewer assessments shall then be calculated based on these meter readings and in accordance with the procedures outlined in Appendix A, attached to the ordinance codified in this chapter.
The amount of infiltration and inflow into the system shall be excluded from the assessment calculations.
