From and after the passage and approval of the ordinance codified in this chapter all houses, buildings, or properties used for human occupancy, employment, recreation or other purposes, within said sanitary district No. 3 must be connected with a public sewer in the manner prescribed by Chapter 13.28 of this code.
All outside toilets, drains and cesspools within said district which are not connected with a public sewer must be removed and all premises within said district must be kept clean and free of garbage and rubbish.
The provisions of Chapter 13.28 are mandatory within said district and must be complied with by the owners or occupants of property within said district.
