If any of the property within sanitary district No. 3 shall not have sewer connections available in connecting with a sewer line running adjacent to such property at the present time, that such property shall not be deemed to be included within said district but that if and when the sewer line may be extended so that such sewer connection shall become available, then, in that event, such property shall become a part of sanitary district No. 3 and subject to all the provisions hereof.
