The water collector shall keep all records, make all billings, collect all accounts and perform all other duties as the council may determine in connection with the water supply and service furnished by the city to its residents and businesses. The water collector shall furnish a bond with good and sufficient sureties acceptable to the council in the penal sum of five thousand dollars.
