No connection shall be made with any sewer or drains except by persons regularly licensed to perform that description of work, and the person or persons applying for license at the time of application must furnish the city council with a satisfactory certificate signed by two responsible architects or plumbers, or one of each, that the applicant is known to them as a person skilled in the business and qualified to receive a license.
