Application for permits may be made by the parties employed to do the work or by the owners of the property, and must state the location, the name of the owner, number of buildings connected, and how occupied, and a plan shall be deposited with the city clerk which shall be drawn in ink to a scale which shall show the whole course of the drain from the connection with the sewer to its terminus within the building line.
Each application must be accompanied by a fee of fifty dollars.
