Each residence, mobile home space, apartment, business, nonresidential establishment or vacant lot which presently has city water service and is being charged for such service shall pay the monthly water service charge as set by applicable resolution, as presently enacted and as may be amended from time to time.
Those city water users who have no actual water consumption shall be charged the minimum monthly water charge.
