Whenever it is deemed necessary to construct any cement sidewalks and curbs in the city, the council may, by an order duly made and entered upon its minutes, order the construction of such sidewalks and curbs, specifying in such order the names of the streets along which and the number of the lots or blocks in front of which such sidewalks and curbs are to be constructed.
