It shall be the duty of the owner of any lot or premises within the city limits to keep the sidewalk in front of or adjoining his premises or lots clean and safe for pedestrians and remove, with all possible dispatch, all ice, slush and other impediments to safe and convenient foot travel and to prevent the continuance of accumulation of the same upon such sidewalk.
