The public works director, or other such person as the city council may direct, shall at all times have direct supervision over the construction, replacement or repairing of all sidewalks and curbs and may at any time, when sidewalks and curbs are not being constructed, replaced or repaired in accordance with the specifications covering the same, have authority to order the contractor or person constructing, replacing or repairing such sidewalk or curb to suspend work thereon until such construction, replacement or repairing is made to conform in all respects to the plans and specifications therefor.
