Any party, including the property owner or contractor who fails to install or repair sidewalks or driveways on city right-of-way in accordance with the specifications contained in this chapter or who proceeds with such work prior to obtaining a permit as required under Section 11.04.043, shall be subject to the penalty provisions of Section 11.04.110 of this chapter.
