All sidewalks, driveways within city right-of-way and curbs must conform with the established grade and sidewalk line to the satisfaction of the public works director, and it is unlawful for any person to build or construct any sidewalk or curb until the grade therefor, and the line thereof, is established and marked upon the ground by the public works director.
