2.04.050   Motion—Procedure-—Withdrawal.
   No motion shall be debated or put to a question until it has received a second; and when seconded, the motion shall be stated distinctly by the presiding officer before being put to question or debated, and shall be reduced to writing by the member making it upon the request of the presiding officer or any member of the council. A motion may be withdrawn by any member who made it at any time before a decision, commitment or amendment by the unanimous consent of the council.
