10.40.010   Pedestrians subject to traffic regulations.
   At intersections or other areas where traffic-control signals are in place, pedestrians shall be subject to such signals as provided in Sections 10.12.040 through 10.12.100. At all other places, pedestrians shall be accorded the privileges and shall be subject to the restrictions stated in this chapter.
