2.04.040   Order of business.
   The order of business and conduct of the city council shall be as follows:
   A.   Reading, amending and approving the minutes of the previous meeting;
   B.   Presentation of petitions and communications from the floor;
   C.   Reports of officers;
   D.   Reports of standing committees;
   E.   Reports of special committees;
   F.   Other business.
   The above order of business shall not be changed, except by the unanimous consent of all the council members present.
