2.04.030   Presiding officer—Duties.
   A.   The presiding officer shall be in charge of all council meetings.
   B.   The presiding officer shall preserve order and decorum.
   C.   The presiding officer shall decide all questions of order subject to appeal to the members of the city council. The city council may reverse the decision of the mayor as to order by a majority vote.
