The city council shall hold its regular meetings for the transaction of municipal business on the second Tuesday of each month at the hour of seven p.m. in the council chambers at the city hall. Special meetings may be called by the mayor, or by no fewer than two members of the city council. When special meetings are called, the clerk shall give reasonable notice thereof, in writing, to the mayor and all members of the city council, and by posting and publication to the general public.
