A. At every pickup and delivery point in the business district of the municipality where there is an accessible rear entrance, vehicles used for the transportation of merchandise and materials shall use such rear entrance.
B. No person shall stand or park a vehicle at an angle to the curb for the purpose of loading or unloading, or for any purpose, when such vehicle so parked or standing extends into the street or roadway so as to impair the normal flow of traffic, unless a special permit for such parking or standing is issued by the mayor to cover emergency conditions.
