No tank, truck, tank trailer or like vehicle containing or used for the transportation of gasoline, butane, fuel oil or other highly flammable liquid shall be parked on any street, alley, public park or other public place, nor upon any private property in the municipality for a period longer than one hour; provided, that this restriction upon parking shall not be construed as to prevent the delivery of such liquids to retail gas stations or to private residences or business property for so long a period as is reasonably necessary to complete such delivery.
