A. No person shall stop, stand or park any vehicle, whether occupied or not, within any alley in the business district at any time otherwise than temporarily for the purpose of and while actually engaged in loading or unloading.
B. No person shall stop, stand or park any vehicle, whether occupied or not, within any alley in the municipality in such a manner as to prevent the free movement of vehicular traffic or in such a position as to block the driving entrance to any abutting property, except when engaged in loading or unloading.
