The chief of police, under the direction of the municipal council, shall place and maintain traffic-control devices, conforming to the State Department of Highway1s manual and specifications, upon all municipal streets as he or the council deems necessary to indicate and to carry out the provisions of this traffic code, or to regulate, warn or guide traffic.
