From and after October 3, 1946/ all musical jukeboxes or other musical instruments and other noisemaking instruments or apparatus, in pool halls, saloons and restaurants, must be silenced between the hours of one a.m. and eight a.m.f and all loud noises which tend to disturb the peace and quiet of the inhabitants of the neighborhood in which such places are situated must be abated by the owner or proprietor or person in charge of such places during said hours.
