No person shall light or kindle a fire for the purpose of consuming waste material, trees, brush, weeds, leaves, building, oil products or other combustible material in the open air within the city limits of the city, regardless of whether the same be lighted on public or private property; provided, however, that the above provision shall not apply to fires confined to fireplaces, barbeques or other containers used for the purpose of cooking food.
