The hours during which the city dump will be open for dumping will be established by the city council upon the recommendation of the city engineer. Such hours will be published in the Chinook Opinion for three consecutive weeks after such hours are established, and will also be posted at the City Hall. No dumping or trespassing will be allowed upon the city dump site at any time during which the main gate is locked.
