A. Those persons residing outside the city limits are not authorized to use the city dump without first obtaining a permit.
B. The permit may be obtained from the city clerk at the city hall.
C. The cost of such permit will be twelve dollars and will be issued for a period of one year. The one-year period will be for the fiscal year which will run from July 1st to June 30th of the next succeeding year. Permits must be renewed yearly.
D. If, in the opinion of the city engineer, there are -certain persons who have a valid permit who are dumping excessively large amounts of garbage, refuse or waste at the city dump, the city engineer may bring such facts to the attention of the city council and the council may set the permit fee for such person or persons in relation to the frequency or quantity of such dumping. Such fee may exceed the amount as set out in subsection C of this section.
