8.12.100   Cost of collection—Criteria for assessment—Public notice and hearing.
   It shall be the duty of the city clerk each year, prior to the passage of the resolution fixing the garbage tax for the year, to prepare a list of all lots liable for the tax; and the list shall then be presented to the city council. The city council shall estimate as near as practicable, the cost of collecting and disposing of garbage in the city and the council shall pass a preliminary resolution levying a tax upon all lots or portions of lots occupied for business, residential and all other purposes as it shall be determined by the city council to be the cost of removing garbage from such lots and buildings thereon, depending upon the amount of garbage and the frequency of removal of garbage from such premises.
   The city clerk, on or before July 25th of the said year shall cause to be published in the official paper of the city a notice to all lot owners of the preliminary adoption of the resolution and stating the time and place for hearing of objections and final adoption of such resolution; further stating that such list is on file in the office of the city clerk for inspection. Such notice shall be published at least fifteen days before the date set for heating of objections and final adoption.
