The city council may assess and collect a reasonable sum for the removal of garbage or other waster matter from vacant lots or other real property where it is deemed a menace to other property, or is detrimental to the health and well being of the citizens of Chinook and shall levy a tax to cover such removal costs upon the lots or other real property as a necessary expenses of which such lots are liable.
