The city clerk, with the assistance of the public works director, (or if the city has contracted for garbage pickup the contractor), shall prepare a list of all lots or parts of lots in the city upon which there are buildings, houses, or improvements.
Such list shall show, in connection with each building, house or improvement, the nature of the business or occupation for which the same is used; and if used or occupied as an apartment house, the number of apartments into which it is divided.
Such list shall also show the number of stories of each building and the character of the business carded on the different floors of the building as far as necessary for fixing the rate of taxation hereinafter set forth.
Such list shall be filed in the office of the city clerk and constitute the list of lots upon which garbage tax shall be collected each year, unless modified or revised.
