114.02 AS WATER QUALITY MANAGEMENT AGENCY.
   The Mayor is hereby designated as the Water Quality Management Agency of the Scioto River Basin for purposes of the Clean Water Act of 1977 and is authorized and directed to perform the duties and functions of such agency.
