111.13 BIDS, QUOTES OR NEGOTIATION REQUIRED FOR FUTURE BOND SALES AND FINANCIAL CONSULTING.

Council hereby directs and authorizes that all future bond sales and utilization of financial consulting services be conducted through the use of open competitive bidding, negotiated issues or quotes.
