§ 35.17 Canvass Of Election Returns
   (a)   Except as otherwise provided by law, the election returns shall be canvassed by the City Council. The City Council shall convene to conduct the local canvass not earlier than the second day or later than the sixth day after the election day at such time set by the Mayor.
   (b)   After the completion of the canvass, the Mayor shall prepare a certificate of election for each candidate who is elected to an office for which the official result is determined by the canvass.
   (c)   When the returns of such election are canvassed, the person receiving the highest number of votes for each elective office shall be declared to be elected. When two (2) candidates are to be elected for councilmember, the two (2) candidates receiving the highest number of votes shall be elected. When three (3) candidates are to be elected for councilmember, the three (3) candidates receiving the highest number of votes shall be elected, and so forth. In elections for Mayor, the person with the highest number of votes shall be elected.
