(a) The office of municipal court clerk is hereby created.
(b) The City Secretary shall serve as ex officio clerk of said court and as such shall have and exercise the authority, jurisdiction, and power conferred by law upon municipal court clerks. The City Secretary is authorized to appoint such deputy court clerks as may be necessary for the proper discharge of duties. Any clerk or deputy clerks so appointed shall act as official clerk of the municipal court and shall perform all acts incident to such office.
