(a) The animal control officer shall, within twenty- four (24) hours of impounding a licensed animal, mail a postcard to, or otherwise notify, the owner setting out that the animal has been impounded.
(b) After the impounding of any licensed dog or cat, if not redeemed within five (5) days from the date of impounding, said dog or cat shall be disposed of by sale or destruction.
