(a) The following fees shall be paid, prior to work commencing, for any person contracting to furnish labor and materials for the erection, construction, placement or repair of buildings, structures or signs for which a building permit is required:

(b) Registration may be renewed by paying the renewal fee at any time prior to the expiration date. After the expiration date the initial fee will be required.
(c) Expiration date shall be at midnight on December 31 of the year of issuance.
