(a) The Chief of the Chico Community Volunteer Fire Department shall be the administrative and operational head of the Volunteer Fire Department. The Chief shall work under the direction of the Mayor of the city and shall operate in accordance with procedures outlined for his department as well as all other departments of the city. The Chief of the Chico Community Volunteer Fire Department shall further operate his Department under procedures established by the Chief and approved by the Mayor and City Council.
(b) The Chief shall have the powers and perform the duties as prescribed by the laws of the state and by the ordinances of the city.
