The Chief of the Chico Community Volunteer Fire Department, at the City Council's sole discretion, may be paid a salary. In such event, the Chief shall be an employee of the city. The Chief shall be paid at a rate and in a manner that is deemed fair and equitable by the City Council. The City Council, in its sole discretion, shall decide what is a fair and equitable salary.
