The "developed portion" and the "undeveloped portion" of the city are hereby declared to be and are defined as the same appear on the plat attached to Ordinance 39817, passed 10-2-79, which is designated as and may be referred to as "The Official Drilling Plat" of the city. In so far as possible the boundary lines between such portions are so drawn, and may be from time to time re-drawn, so as to include within the "developed portion" all territory within the city which is subdivided by streets or ways actually opened on the ground into lots and blocks, which is substantially all improved or built up, and which is substantially all used for residential, business, and like purposes; and so as to include within the "undeveloped portion" all other territory within the city. All drilling ordinances and regulations of the city shall apply to the one, or to the other, or to both, in accordance with the expressed or clearly implied intent of the Council, the purposes and objects of such provisions, or as shall be from time to time declared by the City Council acting as a regulatory agency, in accordance with the expressed policies hereof.
