It is hereby declared to be the policy of the city to encourage by all appropriate means the development of the territory within and adjacent to the corporate limits for oil, gas and mineral purposes. All such drilling and development shall, however, be performed in strict compliance with all requirements of this chapter and of all other ordinances heretofore or hereafter adopted by the city, in order to protect the health, safety and welfare of the inhabitants of the city, and particularly the public water supply thereof.
