The Electrical Inspector shall have the following powers and duties:
(1) Enforce the provisions of this Code.
(2) Issue permits and collect fees.
(3) Enter any house or premises to examine any electric wiring or installation of electrical wiring, fixtures or equipment therein, during all reasonable hours.
(4) Order the electric service disconnected where improper or defective wiring exists or where electrical construction or equipment has been installed without a permit as required herein.
(5) Order compliance with the provisions of this Code where a change of occupancy occurs in a building which requires changes or alterations to existing wiring.
(6) Disconnect electrical services in case of emergency.
(7) Attach to electrical equipment or meters any official notice to prevent the use of electricity.
(8) Order all persons to cease and desist doing any work being done without a permit and/or where such work is in violation of this Code.
(9) Order special rulings to govern electrical work or construction for a particular occupancy, building, or installation not covered by this Code nor the National Electrical Code.
(10) Require, when deemed necessary, plans, specifications, and a complete feeder layout of large or special installations of electrical work.
The Electrical Inspector shall make a thorough inspection of all electrical work from time to time. Where such electrical work is in a dangerous or unsafe condition or is deemed to be in interference with the work of the fire department, the inspector shall notify the person owning, using, or operating such electrical work to place it in a safe, secure, and non-interfering condition. Any person failing, neglecting, or refusing within a reasonable time to make the necessary repairs or changes and have the necessary work completed within a reasonable time after the receipt of such notice shall be deemed guilty of a violation of this Code and every day which shall elapse after the expiration of such reasonable time until such wires and apparatus are repaired, removed, or changed as required by the Electrical Inspector, shall be considered a separate offense within the intent and meaning of this Code.
It shall be unlawful for any person to interfere with the Electrical Inspector in the discharge of their duties or to prevent or in any manner attempt to prevent them from carrying out their duties.
