A Parks and Recreation Board is created and shall consist of five (5) members. Members shall be residents of the city and shall be appointed by the City Council. Two (2) of the original five (5) members shall be appointed for one (1) year terms and three (3) shall be appointed for two (2) year terms. Subsequent members shall serve for two (2) year terms and until their successors are duly appointed and qualified. Members of the board shall serve without pay.
