Upon proper resolution by the City Council, the City Attorney is authorized to bring suit against habitual violators of this chapter. A habitual violator is anyone who has been ordered to remove the junked vehicle which constitutes a nuisance as provided in § 95.12 and fails to do so within forty-five (45) days of the order.
