(a) The health officer shall have the authority and power of a law enforcement officer. He shall have the right to enter and examine any place within the city for the purpose of making inspections and carrying out his duties.
(b) He shall perform the following duties:
(1) Make inspections and report all violations of the laws of the state and of this city pertaining to public health and sanitation.
(2) Enforce the laws and ordinances having the purpose of securing and assuring the public of pure food, drink, and medicine, and in carrying out such duty, he shall inspect all premises where food, drink, or medicine is sold, bartered, or offered for sale.
(3) Make the necessary inspections and enforce the ordinances and laws governing the slaughtering, display, and sale of meat and meat products.
(4) Such further duties as may be given him by the City Council.
