(a) Any and all dogs and cats residing in the city limits or the city must be registered on an annual basis. The registration fee shall be $5 per animal. A certificate of a current rabies vaccination will be required for registration. A city registration tag will be issued and must be attached to the animal’s collar. The tag shall not be transferable.
(b) The Animal Control Officer and/or Director of Public Works may revoke any dog or cat registration after a hearing for any one or more of the following occurrences:
(1) Impoundment of a dog or cat by the Animal Control Officer more than twice during a twelve (12) month period;
(2) More than two (2) final convictions of a person for violating this chapter when such convictions related to the dog or cat which is being considered for revocation of its registration; or
(3) Any combination of the above occurrences totaling three (3) incidents.
