If the owner of a disabled vehicle involved in an accident or collision fails or refuses to designate a wrecker company, or if it becomes necessary to have an abandoned or untended vehicle removed from public or private property, the investigating officer shall cause the wrecker company then first on the rotation list maintained by the city for such service to be summoned to provide such service.
