§ 71.04  Angle Parking
   (a)   It shall be lawful to park vehicles at an angle not greater than forty-five (45) degrees to the line of traffic at such places in the city as the City Council shall, by ordinance, determine that angle parking shall be permitted and shall cause the same to be marked or signed.
   (b)   Notwithstanding the provisions of paragraph (a) above, angle parking shall not be permitted on any federal-aid or state highway within the city, unless an authorized official of the State Department of Highways & Public Transportation has determined that the roadway is of sufficient width to permit angle parking without interfering with the free movement of traffic.
